Microsoft is turning usage-based billing on by default for Copilot Business licences bought through CSP from 1 December 2026, with a default limit of 4,000 Copilot Credits per user per month.
According to Microsoft's Partner Center announcements, usage-based billing will be switched on by default for Microsoft 365 Copilot Business licences bought through the CSP channel from 1 December 2026. The announcement was published on 1 October and updated on 14 October. A Partner Center sandbox for testing the billing flow opens on 2 November.
What actually changes
Under the new arrangement, Partner Center automatically provisions the Azure billing infrastructure and a default spending policy for the Copilot Business licence. The default spending limit is set at 4,000 Copilot Credits per user, per month. One distinction matters here: this is a ceiling, not a free allowance. You pay only for the credits consumed, but consumption is unconstrained up to the limit your administrators set.
The rules operate at tenant level. Eligible licences purchased on or after 1 December 2026 fall in scope, and if an additional eligible licence is added after that date, the spending policy also applies to your existing Copilot Business licences. Tenants that already hold Microsoft 365 Copilot or ME7 licences are excluded from the default.
The set of workloads that consume credits starts narrow: Copilot Cowork, Work IQ APIs, GitHub Copilot Harness, and advanced SharePoint/OneDrive agentic work. Summarising, drafting, basic analysis and automatic model selection for included models are not charged. Microsoft says more usage-based services will be added over time.
Why it matters
The critical point here is financial rather than technical. Until now, Copilot Business was budgeted as a fixed, predictable per-user line. For licences bought after 1 December, a variable, consumption-linked component joins the invoice, and that component arrives on, not off. If nothing is configured, the service keeps working; the only visible difference is at month end.
Microsoft's announcement notes that default usage-based billing will not initially be available in Australia, Belgium, Brazil, France, Germany, India, Italy, Korea, the Netherlands, Poland or Spain. Türkiye is not on that list.
What this means for SMEs in Türkiye
The practical consequence for Turkish SMEs is straightforward. Much of Microsoft cloud subscription pricing is in foreign currency, and a variable consumption line combined with exchange-rate movement widens the gap between budget and actual spend. For an architecture practice or shipping agency with 10 to 50 users, this stops being an annual licensing decision and becomes a monthly line to monitor.
The reassuring part is that control sits entirely with the administrator. In the Microsoft 365 admin centre, under Copilot > Cost Management, usage-based billing can be disabled outright by setting the spending limit to zero. Limits can be scoped to individual users or security groups, organisation-level and per-user monthly caps can be defined, and alerts and threshold notifications configured. Turning off "Auto-apply new services" stops future usage-based services from being enabled automatically.
What we recommend at Kamer Bilişim
- Write your spending policy before 1 December. Put the people who will use Copilot into a security group and set organisation-wide and per-user monthly limits. If you do not want usage-based services at all, setting the limit to zero is enough. A setting left undecided is an acceptance of the default.
- Trial it in the sandbox that opens on 2 November. In a test environment rather than your production tenant, apply a limit to one user and see who receives threshold notifications and when. Also turn off "Auto-apply new services" so new services have to pass through approval.
- Review your renewal calendar and CSP agreement. Work out which subscription renews when and whether a renewal adds new licences, because one eligible licence added after 1 December pulls your existing licences into the policy too.
