Turkey's 2027 revaluation rate has been calculated at 27.83 percent. From 1 January 2027 the ceiling for KVKK administrative fines rises to TRY 21.8 million.
Turkey's 2027 revaluation rate has been calculated at 27.83 percent, based on the producer price index data TurkStat released on 3 November 2026. BloombergHT and Sözcü both reported the figure the same day. The rate does more than reset tax and fee schedules: it also lifts the administrative fines set out in Article 18 of Law No. 6698 on the Protection of Personal Data (KVKK).
New amounts take effect on 1 January 2027
KVKK fines are indexed annually to the revaluation rate under the Tax Procedure Law. Applying 27.83 percent to the 2026 figures produces the following table for 2027:
- Breach of the disclosure obligation: the TRY 85,437 – 1,709,200 band rises to TRY 109,214 – 2,184,870.
- Breach of data security obligations: the TRY 256,357 – 17,092,242 band rises to TRY 327,701 – 21,849,012.
- Failure to comply with Board decisions: the lower limit moves from TRY 427,263 to TRY 546,170.
- Failure to register or notify through VERBİS: the lower limit moves from TRY 341,809 to TRY 436,934.
The 2026 amounts come from the current fine table published by Köksal & Partners; the 2027 equivalents are the calculation set out in Pekin Law Firm's 4 November bulletin. The figures become final once the Ministry of Treasury and Finance publishes its Tax Procedure Law communiqué in the Official Gazette.
What this means for a small or mid-sized business
The detail worth noticing is that the heaviest penalty attaches not to a leak itself but to failing to meet data security obligations. An organisation whose backups never get restore-tested, whose access rights have drifted, or which keeps no logs can be fined on that basis alone, with no incident on record. At a ceiling of TRY 21.8 million, that stops being an abstract number for a mid-sized firm and starts being a balance-sheet risk.
The rise in the lower limits matters just as much. Most fines the Board actually issues sit near the floor rather than the ceiling, so for a twenty-person office a lapsed VERBİS registration now starts at TRY 436,934. For construction offices, agencies, clinics and logistics firms — businesses that handle customer and staff records heavily — that threshold sits far above what compliance work and infrastructure would have cost.
What we recommend at Kamer Bilişim
There are two months until the new amounts apply, which is more than enough time to close the common gaps:
- Check your VERBİS entry, not just its existence. A registration whose data categories, retention periods and contact person are out of date does not count as a fulfilled notification obligation. Update it for staff changes and any new categories of data you have started processing.
- Prove your backups by restoring from them. The obligation is that data be recoverable, not that a backup job reports success. Run a full restore test on at least one server and one critical share, and record the result with a date.
- Review access rights and log retention. Close accounts for departed staff, replace blanket administrator access with role-based permissions, and confirm that server and firewall logs are actually being written and kept. These are the first things asked for after an incident.
